Kamau M. Marshall

Kamau Mandela Marshall (born December 27, 1987), also known as Kamau M. Marshall, is an American political advisor and senior executive communications strategist. His career spans federal government communications, presidential and congressional campaign strategy, and municipal government leadership. He is the founder and principal of the strategic advisory firm THINK TOPLINES.

Early life and education

Marshall was born in Chicago, Illinois. He spent his childhood moving among U.S. cities due to his father’s work as a Presbyterian minister. He attended Texas Southern University, where he earned undergraduate and graduate degrees and participated in student leadership and campus organizations.

Career

Federal government service

Marshall served as Deputy Assistant United States Trade Representative for Media & Public Affairs in the Executive Office of the President, managing communication strategy for U.S. and international trade policy. He later served as a senior advisor at the U.S. Department of Education.

U.S. Congress

Earlier in his career, Marshall worked on Capitol Hill with several lawmakers, including Senator Tom Carper, Congressman Elijah Cummings, and Congressman Al Green. During the 2018 election cycle, he held roles at the Democratic Congressional Campaign Committee supporting communications and voter outreach.

Campaign work

Marshall has been deeply involved in political campaign strategy, notably serving as Director of Strategic Communications for the Joe Biden 2020 presidential campaign. He has advised on voter engagement, message development, and media strategy across national, state, and local elections.

Municipal government

In Baltimore, Maryland, Marshall served as Chief Communications Officer and Chief Strategy Officer under Mayor Brandon Scott, overseeing city communications and strategic operations.
