Darrin Lloyd Baines (born 1967) is a British health economist and academic. His research focuses on health economics, health systems, pharmacy practice, and NHS productivity.[1][2] He has published widely on prescribing policy, pharmaceutical economics, evaluation of health services, and the role of community pharmacy within healthcare systems.[3]
Education
Baines earned an MSc in Health Economics from the University of York in 1993 and a PhD from the University of Nottingham in 1996, studying prescribing behaviour in general practice.[4] He also studied health care ethics at the University of Birmingham.[5]
Career
Baines has held academic positions at Coventry University, Bournemouth University, and University of Lincoln, serving as Professor of Health Economics at Coventry (2014–2017) and Bournemouth (2017–2021).[6][7]
He has also worked in NHS consultancy and policy advisory roles, contributing to healthcare reform discussions and working with institutions like the Office of Health Economics.[8] From 2023 to 2024, he was Interim Head of Health Economics at Clarivate, focusing on AI and data science applications in health-technology assessment.[9]
International collaborations
Baines has led knowledge-exchange partnerships in health economics with institutions in Egypt and China, supported by the British Council.[10][11] He contributed to capacity development in pharmacoeconomics and health-economics research across universities in these countries.
Research
His work spans NHS service innovation, prescribing metrics (ASTRO-PU), economic evaluation, and modelling, as well as technology-enabled pharmacy practice.[12][13]

Personal life
Baines lived in Leominster, Herefordshire, assembling one of the largest private collections of antique pharmacy artefacts in the UK.[14] In 2025, his Victorian pharmacy collection was auctioned, attracting coverage in national and specialist media.[15]
