In Transformers: The Covenant of Primus and Transformers: Exodus, the High Council were the leaders of Cybertron following the expulsion of the Quintessons, and included such notables as Soundwave, Sentinel Prime, and Elita One. However, the council enforced the caste system that led to Cybertron's decline, and was still in power when the Decepticons under Megatron rose up and began the Great War. While the majority of the council, led by Halogen, voted to make Orion Pax a Prime and gave him the name of Optimus, some members-including Ratbat and Contrail-sided with the Decepticons.
