Scott Dylan (born 3 February 1984) is a British entrepreneur, investor, author and prison reform advocate. He is the founder of NexaTech Ventures, a venture capital firm specialising in early-stage investments in artificial intelligence and emerging technologies, and Inside Out Justice, an organisation focused on criminal justice reform in the United Kingdom.[1][2][3] His professional interests encompass technology investment, cybersecurity, business development, artificial intelligence and social advocacy. He has also written about business leadership and contributed commentary to publications covering technology and entrepreneurship.[4]

Early life and education

Dylan was born on 3 February 1984 in Greenwich, South East London, England. He attended The John Roan School in Greenwich and subsequently received training at Italia Conti Associates, an institution specialising in performing arts education.[5][6]

He later studied A-level subjects including law, psychology, English and information technology at The Manchester College, completing his studies in 2002.[7] He subsequently pursued legal studies through the Open University.[8]

Career

Technology and digital business

Dylan began his professional career in 2000 as a technical developer, working primarily on web applications and content management systems. His early professional experience included assignments with organisations such as Deutsche Bank, The Really Useful Group and the United Kingdom's Ministry of Defence.

In 2005, he joined Microsoft as a consultant specialising in network security and encryption technologies.[9]

In 2006, Dylan established a digital agency that delivered marketing campaigns through online and traditional channels. The agency worked with clients including Google and SimplyBe. He later became part of the founding team at ANDigital in 2014.

His subsequent career included senior positions at Ditto Music, where he served as Global Marketing and Operations Director, and Octopus Investments, where he worked as Head of Digital and Content Marketing.[9][10]

NexaTech Ventures

In 2024, Dylan founded NexaTech Ventures, a venture capital firm based in Dublin, Ireland. The company focuses on early-stage businesses developing artificial intelligence, data security and other emerging technologies, with investment interests across Europe and the United States.[1][5][8]

Beyond providing investment capital, NexaTech Ventures offers strategic guidance and mentoring to businesses it supports. Its areas of interest include healthcare, financial services, logistics and the creative industries, particularly where emerging technologies can contribute to business development and operational improvements.[1]

Inside Out Justice

In 2025, Dylan established Inside Out Justice, an independent initiative advocating for changes to the prison and criminal justice systems in the United Kingdom.[11]

The organisation promotes rehabilitation-focused approaches to criminal justice. Its advocacy priorities include reducing reliance on short prison sentences, expanding community-based sentencing alternatives, improving mental health support for people in custody, maintaining family relationships during imprisonment and providing assistance to individuals transitioning back into society after release.[11][12]

In June 2026, Inside Out Justice launched a free online Sentencing Calculator. The tool was developed to help prisoners and their families estimate potential automatic release dates under the Sentencing Act 2026.[13]

The organisation also provides online prison guides and directories of support services intended to assist prisoners, their families and people navigating the criminal justice system.[12]

In 2026, Inside Out Justice received the Best Criminal Justice Advocacy – London award at the Legal Insider Awards.[14]

In October 2026, Dylan was quoted by The European Magazine in coverage of the United Kingdom government's prisoner early-release programme. He commented on the relationship between prisoner releases and subsequent recalls, expressing concern about the possibility of increasing recall numbers undermining the effectiveness of the programme.[15]

Writing and media contributions

Dylan published his first book, The Manager's Compass: Navigating the Challenges of Modern Business Leadership, in March 2024. The publication examines themes relating to management practices and leadership in contemporary business environments.[16]

His professional commentary covers subjects including artificial intelligence, cybersecurity, technology markets, venture capital, entrepreneurship and criminal justice policy.[4][5]

Dylan has been quoted or featured in media coverage published by outlets including CNBC, Fox News, Computerworld, Yahoo Finance, TechNewsWorld and PYMNTS. These publications have covered topics involving technology developments, business trends and emerging digital markets.[17][18][19][20][21][22]

In 2026, his commentary appeared in publications including Decrypt, Cybernews, Quartz and TechRound. The subjects addressed included artificial intelligence developments, the impact of AI agents on software companies, workforce changes associated with AI adoption and technology regulation in China.[23][24][25][26]

He has also written opinion articles for TechBullion, including a March 2026 contribution examining opportunities and challenges associated with the adoption of artificial intelligence in education technology.[27]

Advocacy and philanthropy

Dylan has been involved in advocacy relating to mental health awareness and access to support services. He has publicly discussed his experiences with complex post-traumatic stress disorder, autism and attention deficit hyperactivity disorder (ADHD), and has supported calls for improvements to mental health provision within the United Kingdom's judicial system.[5][28]

His advocacy has also extended to LGBTQ+ causes and community-based mental health initiatives. Dylan trained as a volunteer with Samaritans, an organisation that offers emotional support to people experiencing distress or crisis.[29][30]

Community contributions

During the COVID-19 pandemic, Dylan and his family supported community initiatives in Honiton, Devon. In September 2020, the family made a financial contribution to The Beehive, a community and arts centre operated by the charity Honiton Community Complex. The donation was made in memory of his aunt, Wendy Woolcombe, and helped the centre resume operations on a limited basis.[31][32]

The family also donated a refurbished minibus named Wendy's Community Bus. Initially, the vehicle was used to deliver meals to residents of Honiton and neighbouring villages during Christmas 2020. It was subsequently transferred to TRIP so that local non-profit community organisations could use it for their activities.[33]

Personal life

Dylan has previously lived and worked in several countries, including the United States, Spain, the Netherlands and France. He is based in Dublin, Ireland, and also spends time in the United Kingdom and Spain.[5] He has two dogs named Blu and Bán.
